Tourist in the Philippines: How do we get the wireless phone to use?

In the entrance weeks I’ll be travelling to the Philippines. I’m presumption which obtaining the dungeon phone is as easy as starting to mall as well as shopping the single from the shop. I’ve never used the GSM phone before. Are they really expensive? Also, if I’m not mistaken, they come with the SIM label too, correct? Is the prepaid airtime built in to the SIM or do we have to buy the apart prepaid card?
